In reply to juan. It is up to the owners. After his dad moved the Raiders to LA, the league changed the rules where as if a team chooses to relocate, they have to pay a fee for doing so. However, there is a stipulation in the G4 stadium fund which states no monies will be allocated for new stadium construction for a team which is relocating from its current market. Thus, Mark Davis may move the team to Las Vegas. However, he does so at the risk of losing stadium funding from the league.
